What is open and what is closed, as of 5 September 2026

Checked on 5 September 2026: the BC Hydro and FortisBC insulation rebates under the Home Renovation Rebate program are open, the CleanBC Better Homes Energy Savings Program for income-qualified households is open, and the City of Kamloops Retrofit Assist concierge service is running. The Canada Greener Homes Grant is closed; Natural Resources Canada's page reads "Status: This program is closed" and says it is transitioning to Environment and Climate Change Canada. The Canada Greener Homes Loan is also closed to new applicants: "Funding for the Canada Greener Homes Loan is now fully committed. New loan applications cannot be approved." Homeowners with an already-approved loan keep their funding.

BC Hydro and FortisBC insulation rebates

The Home Renovation Rebate program is a partnership between the Province, BC Hydro and FortisBC, and the insulation amounts on both utilities' pages match. The rebate is a formula: dollars per square foot multiplied by the R-value added. Attic, flat and cathedral ceilings pay $0.02 × square feet × R-value added, up to $900, with a minimum of R12 added. Exterior wall cavities and exterior wall sheathing pay $0.09 × square feet × R-value added, up to $1,200, minimum R12 (sheathing minimum R3.8 on the BC Hydro page). Basement and crawl space walls pay $0.09 × square feet × R-value added, up to $1,200, minimum R10. Other areas, meaning exposed floors, floors over a crawl space and basement or crawl space headers, pay $0.07 × square feet × R-value added, up to $1,000, minimum R20. FortisBC notes the rebate is available for crawl space walls or the floor over the crawl space, but not both.

FortisBC's page states that batt, loose fill, board and spray foam are all eligible insulation types, and adds a $300 two-upgrade bonus when you insulate two or more eligible areas and each earns at least $500. BC Hydro's page requires that the insulation be installed by a Home Performance Contractor Network (HPCN) member and that the application and documents be submitted within six months of the invoice date. Substantially reconstructed homes are not eligible.

Worked examples for a Kamloops house

A 1,200 square foot attic in Brocklehurst topped up by R-30 works out to 1,200 × 30 × $0.02 = $720, under the $900 cap. A 900 square foot crawl space in Westsyde with closed-cell on the walls: if the wall area is 400 square feet and the foam adds R-18, that is 400 × 18 × $0.09 = $648. Do both and each clears the $500 threshold for the $300 bonus, for $1,668 total. A rim joist alone rarely reaches the $500 threshold, which is why it is usually bundled with the crawl space walls on the same invoice.

Income-qualified and free upgrades

The CleanBC Better Homes Energy Savings Program (formerly the Income Qualified Program) sets income thresholds by household size; the Better Homes page lists, for a one-person household, $51,100 for level 1 and $63,900 for level 2, with higher thresholds for larger households, and requires the home to be a year-round primary residence at least 12 months old, with installation by a registered contractor. Its headline items are heat pumps up to $13,000 and heat pump water heaters up to $3,500. For insulation, the City of Kamloops rebates page points to the Energy Conservation Assistance Program, which gives income-qualifying households free upgrades including attic, wall and crawl space insulation; BC Hydro's income page describes a free home energy evaluation with possible free heat pump, insulation and weatherization upgrades. Eligibility is checked by the program, not by the contractor.

Financing after the Greener Homes Loan

With the federal loan closed, Kamloops has one local door left: Retrofit Assist, the City's free concierge program run with the Community Energy Association. The City describes it as guiding homeowners from first interest to completion, maximizing rebates, connecting them to energy advisors and contractors for air sealing, insulation, windows, doors, heat pumps and solar, and giving access to competitive financing. It is worth a call before an attic or crawl space job because the program can line up the rebate paperwork and the installer network requirement in one pass.
